When access to clean water is compromised, it affects every aspect of life — from public health to economic stability. That’s why the California Water Association (CWA) is proud to highlight the role of our member utility, Golden State Water Company, in delivering critical solutions to struggling communities.

A recent guest commentary in CalMatters tells the story of Mary and Norm Benson, who ran the Crescent Bay Improvement Co., a small water system at Clear Lake for decades. Despite tireless effort, the system eventually became unsustainable, and residents were forced to rely on bottled water.

Thanks to California’s SAFER program and the leadership of Golden State Water Company, Crescent Bay customers are now connected to a stable, compliant water system. Since taking over in July 2023, Golden State has begun making infrastructure investments that small systems often can’t afford on their own.

This story is not an isolated one. More than 400 water systems across California are failing — disproportionately affecting disadvantaged and rural communities. Consolidation with experienced investor-owned utilities is one pathway to ensuring long-term access to clean, reliable water.

As Golden State and other CWA member companies continue this work, we reaffirm our commitment to strengthening California’s water infrastructure, one community at a time.
